Microsoft’s CO+I team is seeking a Datacenter Engineering Procurement Construction (EPC) Sub-Regional Cost Management Lead to provide services for Nordic Countries including Sweden, Finland, Denmark and Norway

This role is a sub-regional role for the Nordics. Relocation support will be provided to a hub location, and successful candidates must be able to travel regularly to project locations in all Scandinavian countries.This role is eligible for hybrid or remote work.

Qualifications

Required Qualifications:

  • Bachelor’s degree in Construction management, Project Controls, Quantity Surveying or related field
  • Demonstrable experience of managing teams, estimating or commercials on a major construction portfolio
  • Proven experience of the commercial management role in the procurement of GC contracts and other construction vendors
  • Open to travel to Nordic Countries including within Sweden, Finland, Denmark and Norway
  • Other Requirements:

  • Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include but are not limited to the following specialized security screenings: Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.
  • Royal Institution of Chartered Surveyors (RICS) full membership or equivalent
  • Commercial knowledge of construction internationally
  • Preferred Qualifications:

  • Excellent communication skills, experience collaborating with all other areas of the datacenter program with an ability to think strategically and build the trust of our construction partners needed to agree very large construction contracts and final accounts

    Responsibilities

    Deep understanding of the commercial management of the General Contractor (GC) from liaison with our procurement office on the Request for Proposal (RFP) documents through to the final payments and agreement of the final accounts and paperwork. This will also include:

  • Supervision of employee and vendor cost management resources
  • Compilation of Reports to Global Cost Management and the Regional Cost Management Lead
  • Detailed estimation of the project based on local design documents.
  • Agreement of estimates with the General Contractor at during design development and agreement of the contract sum.
  • Pay application assessment and approval for the GC, all equipment vendors and all project support consultants.
  • Estimation of and commercial agreement of all change orders.
  • Draft commercial details and supporting documents for all funding requests.
  • Review and agreement of all GC procurement of the subcontract packages including the approval of the sub-contract Letters of Authorization (LOAs).
  • Commercial review of all disputes that may arise.
  • All reporting necessary to meet the requirements of global cost management team based in Redmond, including implementation and tracking central cost initiatives.
  • Commercial management of all other program vendors including:

  • Presenting proposals to head office for purchase order approval.
  • Approving invoices for all project vendors.
  • Final account agreement & closeout for all vendor accounts.
  • Manage the Cost Management firm contracted to provide commercial support in the region.
  • Assist in the procurement of Cost Management firm.
  • Manage the resources allocated to the projects to ensure that they are appropriate in number and quality.
  • Regular Monthly Business Updates (MBUs) with the Consultant Cost Management firms.
  • Cost Reporting: Work with the Cost management firm, GC and project controls to ensure that the full suite of cost reports is available for review by Redmond monthly.
  • Provide the PER (funding) team with all the commercial support necessary to ascertain the required timing of the funding intervals and all commercial information needed to back up these funding requests to management. This will normally involve the production of multiple-option cost scenarios.
  • Design Team commercial support: From project kick-off through to final design provide commercial support on business cases, value engineering studies and change control as the design evolves though to final decision.
  • Site selection support: Work with our site selection team in the region to provide constructability reports and site-specific comparative estimates on candidate sites. Also provide all funding and Purchase Order (PO) support necessary for this team to perform in the region.
  • Commercial Process control: Review the current commercial processes in the region and develop these into a commercial playbook. Upon agreement with this playbook the candidate shall be responsible for the consistent implementation of same.
